We have a formal system for consulting residents about decisions that affect the way their homes are managed. This formal consultation is carried out through local residents' panels and a central housing panel.
 
There are 20 residents' panels, one for each estate village area. Each one is made up of delegates from residents' associations within the individual village areas. Each panel nominates a delegate and a deputy (in the absence of the delegate) to sit on the citywide housing panel.
 
Westminster City Council and CityWest Homes will seek views from the housing panel on all its current policy issues and reports. For example if CityWest Homes was changing the way in which it managed your homes it would initially consult through the housing panel.

Residents' panel

Each residents' panel meets with their estate director four times a year to discuss quality of life issues, such as health, crime, housing management and environmental matters.  Each panel is able to invite representatives from CityWest Homes to attend their meetings as well as other authorities such as the Police, Health service, Fire Brigade and other departments within the council. If there are any local community groups within the village area who are not part of the existing residents' associations they are able to attend as well. Focus groups

The main purpose of focus group research is to draw upon respondents' attitudes, feelings, beliefs, experiences and reactions in a way in which would not be feasible using other methods, for example observation, one-to-one interviewing, or questionnaire surveys. In Westminster we tend to use focus groups in the following areas:
  • where there are no residents' associations to deal with specific local issues
  • when CityWest Homes is carrying out a review of its services
  • when a particular project has completed a focus group may be established to review the way in which a particular project was implemented.

Housing Panel

This is the main forum where the views of tenants and leaseholders in properties owned by Westminster City Council and managed by CityWest Homes Ltd, are made known to the council. These views are taken into account when key decisions are made on housing management / policy issues.
 
The current chairperson of the housing panel is Miss Linda Heavey from the Little Venice residents' panel; her deputy is Mr. Gerry Bolton from the Paddington Green residents' panel.
