TMOs are independent organisations (either limited companies or industrial and provident societies) that are set up to manage properties on behalf of the council.
The TMO is run by the residents for the residents normally through a management committee. Residents are elected on to the committee by their neighbours to represent their views and to oversee the services the TMO has responsibility for.
