Assignment packs - Buying or selling a leasehold property
If Westminster City Council is the landlord or the freeholder of the property you wish to purchase, you should ask your solicitor to request an assignment pack from the seller's solicitor. Please note that under the Data Protection Act, we can only supply this pack to the vendor (or their representatives).
The information in this pack includes:
- The current balance of the service charge account
- The last three years actual expenditure accounts
- A full and final major works statement
- Major works planned to be undertaken during the next five years
- Building insurance details
- Registration information
- Details of any unauthorised alterations
- And general information that a prospective purchaser would require
Please note when you become the lessee you will be liable for any outstanding service charges and future liabilities. You should ensure that you check this information before purchasing the property.
Under the terms of Westminster's leases new purchases must be registered within 21 days. Your solicitor should be aware of this and should send us the required documents on your behalf.
The documents we require are:
- A certified copy of the transfer deed
- If applicable, a copy of the legal charge

Selling the lease of a Westminster City Council property
If you are selling your home your purchaser's solicitor will request an assignment pack. Please note that under the Data Protection Act, we can only supply this pack to you, the seller (or your representatives). Our fee for this comprehensive package of information is £115.
Upon receipt of the cheque we will forward an initial reply, while information regarding the major works accounts and future works should be sent within 15 working days.
